This patch is for ircd-ratbox 1.5-3

fake-use.txt - contains instructions for use
s_toy.c - example module showing how to use the hooks
s_gxr.c - implementation of a global xline/resv service


This patch contains the fakeclients patch (documented in fake-use.txt), and
another patch splitting chptr->members in two, one opped, one unopped.

chptr->members[0] contains unopped users
chptr->members[1] contains opped users
