CJUPE <channel> :<reason>

-- Jupes a channel
Will create a jupe for the given channel, stopping
local users from joining the channel. Does not stop
remote clients from joining the channel.

If the oper is an admin, they may create a wildcard
jupe, for example: #clones*

CJUPE <channel> ON irc.server :<reason>
will jupe the <channel> on irc.server if irc.server accepts
remote jupes.
