The alis-hybrid patches allow the IRCnet ALIS service (by
Thomas *Engerim* Kuiper and Michal *pht* Svoboda, with changes
by jv, [Little], Hwy, and fiction) to run as a pseudoserver
on Hybrid/cs/ratbox based networks.  This allows users to easily
do searches on channels without having to worry about exceeding
their sendQ.  ALIS also offers an extensive variety of search
criteria.

This patch is in two parts, one patch for the ircd (to offset
some of the work of the service that is trivial for the ircd),
and one part for the alis program.
