3) hyb7+demon

This patch is a merged version of +ratbox and +demon patches, and
is maintained for efnet.demon.co.uk.  What is here is a basic overview,
please see readme.demon.txt for more details:
- temp dline support, temp kline extensions to 4 weeks.
- remote unkline support
- /quote XLINE support
- global user@host limits
- redundant mode code removed
- protection against sendq exceeded on /list
- delayed kline checking of 2 seconds
- remote whois notices
- support for hidden admins who have access to admin privs without
  it being shown theyre an admin
- sjoins are shown to come from the remote server unless serverhide is
  enabled
